The Permanent Assembly for Human Rights is a pluralistic and independent organization that emerges for the first time in Buenos Aires in 1975. There, against terrorism implemented by the Triple A, an important group of leaders political, religious, and social union came together to form a social structure of defense which would put a stop to the outrages of the vigilante and paramilitary forces then, that threatened, kidnapped and murdered with impunity popular militants. In an assembly meeting in the House of Nazareth in that year of 1975, those men and women founded the APDH to defend the rights under the Constitution and the Universal Declaration of Human Rights.
At that time I was well on the way the international project to install a dictatorship in Argentina as early as that ruled Chile for some time, of course version revised and expanded to formally implement state terrorism.
Thus begins a task that recognizes two main aspects: the claim to national authorities and international agencies and advice and support for families and victims of repression.
The birth of the Permanent Assembly in La Plata after the military coup of 1976. Groups of relatives of missing persons, mostly began meeting convened in principle by the need to know and share the little information that would be available. And in 1979 resolved to establish itself as the Permanent Assembly for Human Rights La Plata.
During the civil-military dictatorship and the years immediately following the agency's efforts were concentrated on obtaining Truth and Justice for the victims of repression and for all the Argentine people, who somehow could also be categorized as a victim. So he developed an intense work collecting the reports of abductions, disappearances, killings, torture and other violations that were filed in the CONADEP, once established.
Public Complaints country took to the knowledge of the magnitude of the violations of human rights, given its source, amount and could be classified without discussion as genocide. (That's without question does not, obviously, who denied and still deny that the slaughter has been, as do the pro Nazi Holocaust).
So it was that the disintegration of the military regime led to the people a hope for justice. We all expected the punishment for genocide.
After the trial of the military juntas that begins to outline the policy of impunity would be opened by Alfonsin and completed by Menem: the instructions of the Executive Branch clogging prosecutors opened the way for subsequent laws of Punto Final and Due Obedience, lameness which, contrary to what was argued at the time from official circles, did nothing but undermine the fledgling constitutional regime.
But the people continued to demand truth and justice, and the APDH La Plata kept and maintained that position something which, inter alia, demanding effective void Stop and Due Obedience. Sanctioned this void by Congress in August 2003, the task of human rights organizations is to continue to seek justice and encourage the reopening of criminal cases that achieve the imprisonment of each and every one of genocide, from which ordered to who executed it.
parallel to these claims, emerged in these years of struggle the need for a broader political framework. From the '76 and continued by constitutional governments, along with political crimes and impunity, outlined a path of economic policy guidelines attached to the international financial institutions, then came the need to denounce not only the crimes of dictatorship, but its origin, namely the need to eliminate the bases of popular organization able to resist more or less effectively to the profound restructuring of production that Martinez de Hoz lead under the strict supervision of the IMF and World Bank.
-dependence is in our view, the ultimate source of most human rights violations before, during and after the military dictatorship. Persecution, disappearances and killings of militants popular the pre-'76 paved the way for the final accession to power of the international financial oligarchy, the mass extermination of '76 to '83 possible, as stated above, the application thoroughly their plans. And the laws and decrees of impunity, with the licensing requirements for the use of police violence, they closed the base circle of deepening the path dependence.
Today the axes of our actions are, first, continue to denounce this overall situation, continue to mobilize for the claim of Truth and Justice, through the request for annulment effective the laws of Punto Final and Due Obedience and the presidential pardons and combat police violence in our region is the ultimate instrument of repression of popular demands.
Right now our energies are concentrated mainly in the trial by the Truth that we pursue with the Federal Chamber of La Plata to establish the fate of the disappeared, and in over 30 criminal cases arising from this research that need a proven track record and momentum to achieve justice owed to the company for over 25 years.
But we are also interested in meeting the economic and social rights that make the welfare of our people, and that is why the APDH La Plata commissions of health and education, covering the issues pertaining to those areas in our region.
The APDH La Plata is a body of human rights defense, defense which involves not only respond to the initiative of the enemy, but to bet on their own. For this we have a minimal infrastructure, with militants in its entirety volunteers and monthly contribution of a group of partners paying a minimum fee finance these operations.
